Extraordinary Plenary Session of the PCC Central Committee

The Political Bureau of the Communist Party of Cuba (PCC) agreed to convene an Extraordinary Plenary Session of its Central Committee next Wednesday.

According to a statement released by the PCC on its website. The objective of the meeting is to evaluate proposals for economic and social reforms. Announced by the First Secretary of the Central Committee of the Party and President of the Republic, Miguel Díaz-Canel, in recent statements to the national press.

These proposals comprise more than twenty measures aimed at updating the economic model, boosting production, and strengthening state. And territorial management amidst the challenges facing the Cuban economy.

Among the main proposals is the elimination of the requirement to conduct import and export operations through state-owned enterprises. Which would allow for more direct participation by economic actors.

Additionally, tariff incentives are planned for the import of raw materials destined for national production. Along with a reorganization of logistics chains to promote exports and foreign exchange earnings.

The plan also envisions greater autonomy for state-owned enterprises. Which could define their own salary systems and expand their commercial powers.

Regarding decentralization, the initiatives would grant municipalities greater authority to manage foreign currency. Authorize businesses, and participate directly in foreign trade activities.

An institutional reform is also being promoted that would reduce the number of ministries from 27 to 21.

The proposals include expanding the scope of micro, small, and medium-sized enterprises (MSMEs). Making self-employment activities more flexible, and opening mechanisms to facilitate investment by Cubans residing abroad.

In the agricultural sector, new regulations are planned to expedite the allocation of productive land and significantly reduce idle agricultural areas.

In the social sphere, the program proposes moving from universal product subsidies to a system. Focused on vulnerable individuals and families, with the aim of optimizing the use of public resources and strengthening social protection policies. The transformations also encompass the energy sector, where plans are underway to promote electric mobility. Incorporate new players into energy generation, and accelerate investments in photovoltaic projects.

Díaz-Canel recently stated that the reforms already have political consensus and are in their final phase of conceptual adjustments. After their evaluation by the Central Committee of the PCC. The proposals must be submitted to the National Assembly of People’s Power for final approval.

The extraordinary plenary session will take place at a crucial moment for the Cuban economy. Marked by production limitations and resource scarcity due to the impact of the blockade policy imposed by the United States government against the island for more than six decades.
