National study on people in situation of disability began in Holguín

This November 6, the University of Medical Sciences of Holguin hosted the first sessions corresponding to the Clinical, Functional and Social Evaluation of People with Disabilities, a nationwide study that takes place for the first time in Cuba.

About ten professionals from the Ministry of Public Health (Minsap), led by Doctor in Sciences Osmara Delgado Sánchez, Coordinator of Disability Programs at that instance, visited the City of Parks to accompany the development of this activity.

In this respect Delgado Sanchez explained that they will be for 15 days in Holguin with the specialists of the province to carry out the clinical, functional and social Evaluation of people in situation of disability.

“This is one of the tasks that Minsap has within the policy of improving the care and services provided to people with disabilities. This study will demonstrate to us, in the first place, the level of functionality of the population under study, how the services are organized to attend these people and the preparation of the health personnel and other agencies that will accompany us during the study,” she said.

She explained that Holguín was selected as the host province for this national study because of its good results in the attention to people with disabilities, “because it has a prevalence of disability at the end of 2022, according to the Ministry of Public Health dispensing records, of 3.8 percent, a figure that is above the national average”.

Also for having unique services in the territory and in the country, such as the specialized services provided by the Center for Research and Rehabilitation of Hereditary Ataxias (Cirah) and the Provincial Center for Retinitis Pigmentosa, where, in addition to studying people with this diagnosis, it has included the consultation of care for people with the condition of Albinism.

He also reported that a team of professionals from the national directorate of the elderly, disability, social assistance and mental health, together with the Rehabilitation section of the Ministry of Public Health , the National Directorate of Statistics and Records will work in 25 clinical sites, both in Primary Health Care and other social institutions, schools and work centers. “Our role is to prepare people to continue care in those clinical sites so that it can then be standardized to the rest of the province.”

“When the study was designed, its standardization to the rest of the country was foreseen. Today we have designed the way in which we are going to extend it, we lack a piloting that is why Holguín was selected, to demonstrate how it works. Our function is summarized in working together with the duos and trios constituted in the province that already have a preparation for us to continue perfecting this training and to apply the instruments already validated that will give the result of the level of functionality that people with disabilities have”, he added.

For the study, the DisCifCuba software was created, which contains WHODAS 2.0 modified, adapted and with the inclusion of a module for pediatric age, starting at two years of age. Thus, each clinical site has been named DisCifCuba, where the research will be led by a trio of a defectologist, a social worker and a rehabilitation specialist.

It will be the first nationwide research that will provide scientific information on the functioning and disability of the population under study. Undoubtedly an essential space where science and exchange will provide accurate data about the degree of function of the population studied with the use of residual capacities, in order to achieve greater independence.
