Cuba’s leisure industry has four new resolutions that will positively impact the development of this key sector. Reported Juan José Álvarez, Legal Director of the Ministry of Tourism, on September 3rd.
The new legal regulations, published this Thursday in the Official Gazette, have a substantial impact on tourism activity. Directly linked to foreign investment, and in some cases, their scope extends to non-state management models, Álvarez specified.
Moreover the official explained that a resolution from the Ministry of Finance will be implemented. Establishing for the first time incentives and tax benefits for ecotourism projects. With the aim of promoting foreign investment and developing sustainable and responsible tourism.
“This is a regulation with a tremendous impact. Especially related to local development initiatives and the segment of the tourism market. That currently carries significant weight in terms of foreign investment in the Caribbean region. Associated with nature and sustainable development projects,” he emphasized.
Another regulation governs tourist transportation and allows the participation of wholly foreign-owned companies in this sector. As well as partnerships between foreign and Cuban companies.
It will also increase the size and participation of transportation providers in such a sensitive activity. It will undoubtedly have a growing impact on the quality of the tourism product, he added.
Regarding travel agencies, another approved regulation addresses their establishment by foreign legal entities and non-state management models.
According to Álvarez, this resolution will create a service delivery structure for travel agencies. Also that will have a considerable impact on tour bookings, visitor arrivals, and the services provided to visitors once they are in the country.
A fourth regulation will allow travel agencies greater flexibility in hiring tour guides. Also who will be required to undergo training and qualification.
Finally, he commented that policies for foreign investment have been updated. Which in the case of tourism also have an impact linked to new real estate projects and the areas where new investments can be developed.
