Arevich Advocates for Multipolar and Inclusive AI Governance in China

Cuba advocated for inclusive and multipolar governance of AI technology at the World Artificial Intelligence Conference (WAIC) in Shanghai, China, on Friday. The conference emphasized a focus on sustainable development, national sovereignty, and the well-being of peoples.

Minister of Communications Mayra Arevich stated that the island’s participation reflects a state policy that views artificial intelligence as a tool for sustainable development, independent of hegemonic interests.

The minister noted that despite the unjust and prolonged economic, commercial, and financial blockade imposed by the United States. Cuba remains committed to education, science, and innovation.

Arevich indicated that the use of artificial intelligence in the country is geared toward sectors. Such as public health, education, sustainable agriculture, disaster management, and the improvement of public services.

The minister expressed the Caribbean nation’s support for the creation of the World Organization for Cooperation in Artificial Intelligence (WAICO).

“For Cuba, WAICO’s vision for the future must focus on closing the digital and technological gap between the Global South and developed countries. Fully respecting the sovereignty of each nation, and harmoniously integrating with all existing multilateral spaces,” she emphasized.

Arevich noted that many developing countries face common challenges, including insufficient digital infrastructure. A shortage of skilled personnel, and the risk of technological dependence.

The minister affirmed that Cuba will use this forum to present its people-centered model of technological development. Promote South-South cooperation, and advocate for democratic, inclusive, and anti-monopoly governance of artificial intelligence.

She also reiterated the island’s commitment to the peaceful, ethical, and solidarity-based use of artificial intelligence. And expressed its willingness to actively participate in WAICO’s discussions and cooperation mechanisms.

“We believe this organization represents a decisive step toward a more just, equitable, and fraternal digital order. Also where artificial intelligence is placed at the service of people, nations, and the Sustainable Development Goals. Without discrimination based on level of development, territory, or economic status,” she noted.

The 2026 World Conference on Artificial Intelligence is being held from July 17th to 20th in Shanghai. The World Organization for Cooperation in Artificial Intelligence was established with 29 founding countries, including Cuba. To promote international cooperation and global governance of this technology.
