The United States has not made any concrete offer nor responded to the questions posed by Cuba. Regarding the announcement of alleged humanitarian aid following Hurricane Melissa’s passage through eastern Cuba. The Cuban Ministry of Foreign Affairs (Minrex) reported.
Johana Tablada, Deputy Director of the General Directorate for the United States at Minrex, explained to the press that on Thursday, October 30th. The Cuban Embassy in Washington contacted the State Department to inquire about the recent announcement made by Secretary of State Marco Rubio.

Naturally, Tablada clarified, individuals and organizations based in the United States must navigate the restrictions imposed by the U.S. government’s economic, commercial, and financial embargo against Cuba.
Marco Rubio announced this Thursday that the U.S. State Department had issued a formal Declaration of Humanitarian Assistance for Cuba in response to Hurricane Melissa.
He assured that the U.S. was prepared to provide aid to the Caribbean nation. Both directly and through local partners who could effectively distribute it to those in need.
Carlos Fernández de Cossío, Cuba’s Deputy Foreign Minister, stated the same on social media that Cuba had been in contact with the State Department. “We are awaiting clarification on how and in what way they are prepared to help,” he added.
