Prime Minister Manuel Marrero affirmed this Friday that the ongoing economic and social transformations favor the integration, autonomy, and diversity of the state and private business system.
Decree-Laws 120 and 133, published the previous day in the Official Gazette along with their complementary regulations, support these objectives: they eliminate restrictions, simplify procedures, and facilitate the transformation of the business system. Toward greater efficiency and social commitment, Marrero added in a message on the X platform.
Decree-Law 120 regulates the general principles of organization and operation of the state business system. For its transformation and development under the leadership of the National Institute of State Business Assets.
The essential objectives of this regulation are to reaffirm the socialist state-owned enterprise. As the principal actor in the national economy and a source of wealth, well-being, and prosperity. To promote sustained economic growth; and to diversify the state-owned enterprise system.
It also seeks to decentralize the power to create state-owned enterprises and the resulting organizational structures. To foster the economic, financial, administrative, and management autonomy of the enterprise. Also to strengthen the economy’s capacity to export, generate foreign exchange, and integrate into the international economy.
Other goals of the decree include establishing mechanisms for worker participation. Regulating the legal aspects of the enterprise, defining the role of the State as the owner’s representative. Reinforcing the role of local and provincial governments in managing the territorial state-owned enterprise system.
Furthermore, it will contribute to the development of science, technology, and innovation. To strengthening internal control and transparency; and to rationality in training and external oversight.
For its part, Decree-Law 133 opens new opportunities for non-state economic actors. It facilitates their development, and promotes their participation in the national economy at the municipal level.
The president of the National Institute of Non-State Economic Actors (INAENE), Lázara Mercedes López. She explained that the new law, which will take effect seven days after its publication. It eliminates obstacles that hindered the development of various activities.
She added that the provision reduces requirements, procedures, and deadlines for the creation and operation of businesses. It allows for the hiring of more than one hundred workers under the private sector model.
Also she emphasized that those who have already developed their businesses will be able to expand their horizons.
