The current economic situation in Cuba demands timely, organized, and effective responses. The recent extraordinary session of the Municipal Administration Council in Holguin directly addresses one of the population’s greatest concerns: the constant increase in the cost of basic necessities in the region.
Moreover the measures adopted by local authorities have a concrete impact on the daily lives of Holguin households. Setting a maximum profit margin of up to 30 percent for all products. Along with regulating the price of cooking oil at 2,200 pesos, are fundamental steps to curb speculation.
This strategy seeks to be progressively extended to other basic goods. Such as ground meat, sugar, eggs, and powdered milk. In an effort to restore some stability to family budgets without stifling the operations of economic actors.
Furthermore the legal basis for these decisions rests on regulations such as Resolution 148. Which mandates the creation of transparent cost sheets. Price formation must correspond to real and substantiated expenses, respecting the limits set by current legislation. Although the actions will begin with a process of persuasion and conviction aimed at all economic actors. With the limit of this educational dialogue is defined by strict compliance with the law.
Also financial inclusion and the effective use of digital payment gateways are priority issues within this reorganization plan. Public frustration with the malfunctioning of QR codes demands rigorous monitoring of compliance with the resolutions of the Central Bank of Cuba. And the regulations governing fiscal bank accounts. Daily checks on the status of these electronic channels will allow for a first-hand evaluation of the effectiveness of the measures and the public’s perception.
To ensure compliance with each agreement, the creation of an interdisciplinary working group is a key step. This structure, comprised of representatives from the Party, the Government, the Comptroller’s Office, the Public Prosecutor’s Office, the Ministry of the Interior, the National Tax Administration Office (ONAT), and financial institutions. Economic order is not validated solely in institutional documents. But rather in practice and through the economic well-being of the people. Holguin is currently developing a coordinated response to the challenge of rising prices. But the ultimate success of these measures will depend on systematic inspections, a firm stance against violations, and the ethical commitment of every productive sector.
