Holguin Addresses Risky Social Behaviors Among Young People

Throughout 2025, the province of Holguin has undertaken a sustained and vigorous effort to combat negative social behaviors. That threaten the safety and health of our youth. Particularly those associated with substance abuse and irresponsible driving.

This phenomenon, a priority target, requires and receives a united response from revolutionary institutions and mass organizations.

Aware of the risks, the province implemented a structured and ongoing strategy to combat drug trafficking and consumption. As well as social indiscipline. This work is coordinated through a Provincial Prevention and Response Subgroup. Led by the Justice Department and comprised of more than ten institutions.

Including Public Health, Education, the Ministry of the Interior (Minint), Customs, the Public Prosecutor’s Office, the Federation of Cuban Women (FMC), the Committees for the Defense of the Revolution (CDR), and the Federation of University Students (FEU), among others.

Moreover this structure carries out the National Prevention and Response Exercises. Which take place systematically and are intensified during specific periods. Demonstrating the state’s commitment to protecting our youth.

Also the work unfolds on multiple fronts, combining prevention, education, and necessary enforcement. Educational talks are given in schools and workplaces, neighborhood discussions are held in communities. Also  workshops are conducted for families, and a broad media campaign is used to disseminate preventive messages.

At the same time, meetings are held with individuals undergoing rehabilitation, and confidential helplines, such as Line 103, are promoted. Inspections of pharmacies to verify medication control, checks at border crossings such as the Frank País García International Airport. Joint operations resulting in arrests, seizures of substances, and subsequent prosecution have also been essential.

These efforts have yielded concrete results. For example, during the Third National Exercise in March 2025 in Holguin:

  • 69 people were arrested and 16 charged with drug trafficking
  • 19 packages of marijuana, synthetic cannabinoids (“chemicals”), and hashish were seized, in addition to controlled medications
  • 13 pharmacy inspections were carried out, detecting and addressing irregularities

Authorities in this eastern province acknowledge complex challenges, such as the emergence of new synthetic substances.

The continued effectiveness of the strategy depends on the constant evolution of tactics. Fundamentally, on family responsibility and community action. The access of teenagers to unlicensed or unsafe motorcycles is a problem where the role of the family is irreplaceable.

Holguin’s tradition of strength and unity is the foundation for overcoming these challenges. Protecting our youth is everyone’s duty. The institutions of the revolutionary state provide the legal framework, organization, and programs. But it is in the neighborhood, at school, and at home where the decisive battle for consciousness is waged.

Together, through dialogue, firmness, and the collective commitment that characterizes us, we will prioritize life, the future, and the values ​​of our socialist society.
