Amid the new measures announced by the Cuban government, there is one word that should begin to be heard more clearly in every institution across the country: control. Every mismanaged resource represents a loss that impacts the national economy.
There must be real, systematic, and transparent oversight of the resources that belong to everyone. Beyond economic adjustments or administrative reforms. What is at stake is something deeper: the protection of the nation’s assets.
It is essential that terms such as competitive bidding, control of tangible assets, up-to-date inventories, and sworn declarations of assets. Both before and after assuming responsibilities, cease to be distant or merely formal concepts. They must become daily, verifiable, and enforceable practices.
The creation or strengthening of anti-corruption units cannot remain just on paper. There is a need for autonomy, the capacity to take action, and, above all, institutional backing to act decisively and without hesitation. When control mechanisms fail, it is not just money that is lost; public trust is also eroded.
Moreover today, more than ever, the country must shield itself against improvisation, the diversion of resources, and impunity. It is not enough to simply wait for a crisis to unfold. The goal must be to anticipate, to prevent, and to close the gaps through which malpractice seeps in.
Moving forward, the greatest challenge may not come from the outside. But from within—from our own weaknesses as a system, as institutions, and as citizens. Therefore, guarding against ourselves is no longer just a slogan; it has become an urgent necessity.
Protecting what belongs to everyone begins with the recognition that every mismanaged resource is a loss the country cannot afford to repeat.
