The Provincial People’s Court of Holguin recognized the work of the lay judges in a solemn ceremony carried out in the museum La Periquera, in the Cuban City of the Parks.
The participation of the lay judges within the judicial processes as representatives of the people of Cuba gives popular character to the courts, for this reason from this year it was decided to institute October 12 as the day of the lay judge.
For their high responsibility the Provincial Court of Holguin recognized eight lay judges who stand out for their management, some of them new and others with a cumulative of years of experience.

Ismaray Sabugo Pupo, exercises this responsibility since 2022 in the Municipal Court of Holguin, for her successful work she is one of the lay judges recognized. “When I started I practically did not know what I was facing but once I was in the court I realized that we are the voice of the people there.”
“We give the vote that yes or no we don’t agree with what the president is expressing, we give our opinion and they also explain to us how far the law goes and how we can proceed. So it seems to me that we have a fundamental role, because through us the people can express their opinion and their verdict.”

Daisy Barriolo Díaz has been working for 34 years in the Provincial Court as a lay judge, for her it has been a challenge from which she has learned a lot, now she feels not only with the ability to judge but to help anyone who asks her a question in matters of law to whom she can recommend and guide.
For Francisco Pupo Borrego, who has served for 15 years in this responsibility, the new changes in legislative matters have been a challenge, however, he highlights the importance that the country has updated its system of laws, such as the Family Code in correspondence with the Constitution of the Republic, the current social circumstances and for the benefit of the people.
Yeisys González Escalona, acting vice-president of the Popular Provincial Court of Holguín, comments that besides recognizing the role of the lay judge, the province is immersed in the process of electing 1,44 lay judges who will be called to impart justice in different collegiate judicial processes for a period of five years.

On October 12, 1962, Fidel Castro gathered the students and professors of the School of Juridical Sciences of the University of Havana and gave them the task of organizing, on an experimental basis, Popular Tribunals in rural areas of the Sierra Maestra which would be composed of prestigious colleagues, democratically elected among the inhabitants of the demarcation as popular judges.
Based on this experience, when Law 1250 on the “Organization of the Judicial System” was passed on December 23, 1973, it was established as essential characteristics of our administration of justice the collegiate nature of all courts, composed of professional judges with law degrees and non-professional, lay, elective, responsible and revocable judges.
