The province of Holguin hosted a pivotal working meeting led by the Deputy Minister of Foreign Trade and Foreign Investment (MINCEX). Déborah Rivas Saavedra, and presided over by Joel Queipo Ruíz, First Secretary of the Communist Party of Cuba in the territory.
The gathering brought together local executives and economic stakeholders. With the primary objective of evaluating the practical implementation. Of “Axes 14 and 15” of the transformations to the Cuban economic and social model. Initiatives focused on invigorating foreign investment and foreign trade starting from the productive base.
During the meeting held in the province, the Deputy Minister explained how these measures aim to remove long-standing obstacles. With a grant greater autonomy to state-owned enterprises, cooperatives, and non-state economic entities.
Central to the discussion were the procedures by which businesses and cooperatives in Holguin can directly process their authorizations through MINCEX. This is facilitated by the decentralization of export and import authority and the application of the “negative list” principle. Whereby all activities are permitted unless explicitly prohibited.

Furthermore, the visit provided an opportunity to delve into the scope of “Axis 14.” Which opens the door to stimulating foreign investment within the private and cooperative sectors. Through joint ventures and international economic partnerships.
With strengthened legal guarantees—such as extended terms for land-use rights (surface rights and usufruct). The elimination of the mandatory state-run employment agency, and the removal of the requirement for prior Central Bank authorization to hold accounts abroad. Also the meeting highlighted opportunities for key sectors in Holguin, including agriculture, industry, and services.
At the conclusion of the day’s proceedings, the authorities reaffirmed that the systematic support provided by MINCEX (Ministry of Foreign Trade and Foreign Investment) will continue in the region. Ensuring that these technical and operational transformations translate into a trade surplus.
The commitment made aims to ensure that every step taken in the direct management of local economic actors contributes to generating the foreign currency the country needs. As Rivas Saavedra emphasized during the meeting, to tangibly improve the well-being of the population in Holguin.
