Council of State Strengthens the System of Government in Response to the Country’s Situation

Amid a challenging scenario, Cuba is strengthening its system of government today by releasing delegates to the Municipal Assemblies of People’s Power. From their regular work duties to ensure greater connection with the people and more effective solutions.

The Council of State, presided over by Esteban Lazo, indicated in Agreement No. 556-X that its objective is “to guarantee a more permanent and effective link. With their constituents and systematic attention to community concerns.” In justifying the measure, the Council took into account the difficult economic, social, and political situation in the country. Also with the scarce availability of fuel, problems with the national energy system, and the complex situation in providing essential services. Exacerbated by the recent measures taken by the United States government.

The approved text instructs the presidents of the Municipal Assemblies. To make available full-time those delegates whose work responsibilities allow it.

Meanwhile, those who are not released will maintain, as before, a permanent relationship with their constituents. In this way, Cubans will receive direct updates on the actions and measures related to the current situation in the country. At the same time, it will allow for the evaluation of each of the criteria and proposals aimed at resolving those issues and difficulties whose solution is possible through popular participation.

They will also promote the participation of residents in their meetings and in the popular oversight actions they carry out.

The decision adopted by the Council of State recalls that the Constitution of the Republic of Cuba. In Article 193, establishes that delegates fulfill the mandate conferred by their constituents in the interest of the community. Which requires them to combine their public duties with their regular work responsibilities.

Also the agreement, in this complex context, recognizes that, as on other occasions. “It is worth highlighting the experience and active work carried out by our delegates throughout the pandemic and during the weather events that occurred. So based on their direct connection with their constituents through systematic communications and other actions and activities undertaken.”

In Cuba, district delegates are members of the Municipal Assemblies of People’s Power. They are elected for a five-year term by free, equal, direct, and secret ballot. Only the positions of President and Vice-President of the Municipal Assembly, President of the People’s Councils. And of those standing committees approved by the Assembly are considered professional positions.
