The internationalization of Cuban higher education is strengthening one of its most robust chapters in Eurasia through an academic mobility program with Russia. The program’s third edition currently features a distinguished multidisciplinary group of professors from the University of Holguin (UHo) undertaking highly specialized stays in the country.
Operating within the framework of bilateral agreements between the Ministry of Higher Education of the Republic of Cuba (MES) and the Ministry of Education of the Russian Federation. The project serves as a key platform for knowledge exchange, cutting-edge research, and the strengthening of scientific ties between the two nations.
According to Rosabel González Cruz (M.Sc.), a professor and International Relations specialist at the University of Holguin (UHo). She is responsible for collaborations with Europe, Asia, and Canada. This process relies on a rigorous call-for-applications mechanism issued jointly by the education ministries of both countries.
Following an exhaustive pre-selection and selection process that weighs institutional interests and the professors’ research areas. These Cuban professionals—most of whom are pursuing master’s or doctoral degrees—undertake short yet highly productive stays at Russian universities.
A network of strategic alliances spanning Russia
While Southern Federal University stands out as the primary partner and co-sponsor for most participants from Holguin. Cooperation extends significantly to other prestigious Russian cities and institutions. Depending on the faculty members’ areas of expertise and research topics. Reaching locations in Moscow, St. Petersburg, and, for the first time, Siberia.
The impact of this agreement is realized through direct fieldwork and work in highly specialized laboratories, where UHo maintains a strong multidisciplinary presence.

Notable among the participants is Dr. Robin Cabeza Ruiz, a professor and director of the CAD/CAM Studies Center. During his stay, he engages in exchanges with Russian counterparts and researchers from the Center for Neurotechnology. A strategic hub for technological innovation and multidisciplinary development.
Similarly, Professor Raymundo Almaguer Soque, Dean of the Faculty of Natural and Agricultural Sciences, is conducting his residency through meetings with Russian administrators and counterparts. Expanding bilateral cooperation into areas vital for sustainable development and agricultural research.
Joining this distinguished group is Professor Yisel Clavel Quintero, from the Faculty of Mathematics and Informatics. Also who is completing her residency at the university in Krasnoyarsk, Siberia. Thereby diversifying the participation of the Holguin academic community.
Likewise, Engineer María Gabriela de la Torre Ricardo, a faculty member in Industrial Engineering, is focusing her efforts on strengthening academic ties. Fostering inter-institutional research, and consolidating joint projects.
Cultural and linguistic integration and historical perspective
Beyond the scientific and research rigor inherent to their respective fields. The professors are participating in a comprehensive program that includes regular Russian language study throughout their stay. They also carry out an intensive sociocultural program that includes direct interaction with students and faculty from the host institutions. Such as lectures on the Cuban variant of Spanish at the Moscow State Linguistic University.

Likewise, there is active participation in the 5th International Congress “National Identity through Language and Intercultural Dialogue: Russia and Ibero-America” at the Southern Federal University. As well as the joint promotion of historical and cultural events. Such as the commemoration of the Giron Victory in collaboration with Kuban State University.
Outlook and institutional consolidation
This effort stems from specific agreements and visits by high-ranking academic officials. Including the Rector’s participation in the Cuba-Russia Rectors’ Forum and her visits to St. Petersburg and various institutions.
It also involves the co-sponsorship of high-impact initiatives, such as the “United Culture” event at NUST MISIS State University. Thereby consolidating a cooperation network that strengthens institutional ties.
Strengthening these ties with Eurasian institutions projects UHo’s academic excellence and scientific leadership beyond national borders. Also enhancing the university’s prestige and instilling deep pride in the province’s university community.
Professionally, these highly specialized residencies equip faculty members with cutting-edge tools. Broaden their research horizons, and foster robust intercultural integration. All of which directly impact the quality of teaching and the sustainable socioeconomic development of both the province and the country.
