With the aim of boosting food production and revitalizing the local economy, top Cuban government and Holguin provincial officials evaluated the implementation of socioeconomic transformations. Targeting the agricultural sector during a direct dialogue with local producers, executives, and economic stakeholders.
The meeting was led by Joel Queipo Ruiz, First Secretary of the Communist Party of Cuba (PCC) in the province. It was attended by Jorge Luis Tapia Fonseca, Deputy Prime Minister of the Republic, and Idael Pérez Brito, Minister of Agriculture. Alongside officials from the PCC Central Committee, national economic agencies, and legal sector representatives.
During the session, the scope of the 176 measures approved nationwide was examined. Of these, 162 directly impact agricultural, livestock, and forestry activities. The meeting provided an opportunity to clarify questions regarding the regulatory framework and to assess the implementation of “Thematic Axis 7.” Which focuses on stimulating rural recovery by strengthening the enterprise system, the banking sector, and organizational structures.
In his remarks, Tapia Fonseca emphasized the comprehensive nature of the five fundamental transformations underpinning this process. These address land management and the greater autonomy granted to the cooperative and small-farmer sectors. Placing them on an equal footing with other economic actors.
Discussions also delved into progress regarding marketing; the potential to establish input markets—secured through foreign capital or joint ventures—to guarantee production. And the operation of the Agricultural Development Fund through local banking institutions. The Deputy Prime Minister further emphasized that Holguin is the eleventh province to join this extensive series of exchanges—a process designed as a form of grassroots participation that allows for assessing the level of proficiency in applying regulations. Enriching management practices by drawing on the direct experiences of key drivers of the local economy.
For his part, Manuel Hernández Aguilera, Governor of Holguin, outlined the preparatory work carried out across the province through analysis and discussion forums in all 14 municipalities. These efforts included tailored engagement with the business sector in seven of these municipalities—specifically targeting agro-industrial enterprises—. Aimed at accelerating the implementation of reforms so they can quickly yield concrete results that positively impact the population.
