As part of a nationwide process, pilot consultation assemblies for the draft Labor Code are being held in Holguin. An exercise in participatory democracy that actively involves the working class.
With more than 2,500 assemblies planned in the province and nearly 900 in the capital municipality. The process began at the Provincial Legal Services Company (ASEL) with the participation of labor leaders, legal specialists, and workers, with a view to analyzing the new legal document.

In this regard, Yaima Hidalgo Aguilera, municipal secretary of the CTC in Holguin, emphasized that in this process, “workers, based on their realities, are responsible for ensuring that the new code is an effective instrument for defending their achievements.”
She added that during each session, participants exchange views, propose modifications, and enrich the text with their practical experiences. The debate has already spread to sectors such as Education, Transportation, and Public Health. Where proposals have been presented aimed at improving the various chapters of the draft Bill. Incorporating updated visions and necessary adjustments in line with contemporary challenges.

Among the most significant changes being analyzed is the inclusion of non-state workers. This inclusion represents a crucial step toward granting them greater protections. Recognizing their rights, and formalizing their duties.
With an integrative nature, the draft bill also incorporates specific policies such as the Care for Children, Adolescents, and Youth Act. Moreover which involve adjustments in the age for establishing employment relationships.
The National Program for the Advancement of Women, which reinforces the prohibition of all forms of discrimination in employment. Also in conclusion the Policy for Addressing Demographic Dynamics, which responds to the decline in the working-age and employed population.
