The Ministry of Justice (Minjus) established the recognition and international circulation of digital copies of notarial public documents and certifications issued by central and territorial registries through Resolution 284/2025, effective since August 11th.
Olga Lidia Pérez Díaz, General Director of Notaries and Public Registries, stated that the provision grants these digital documents. Signed electronically and with a digital fiscal seal. The same legal value as those issued on paper, and specified that they retain this status as long as they remain in digital format. Once printed, they require a handwritten signature and physical seal from the issuing office to be valid.
Recipients can verify their authenticity using the included case number and PIN or by scanning the QR code on the Minjus website. Which allows access and download of the file from the corresponding database.
The resolution modifies articles of the Civil Registry Regulations to incorporate the issuance of electronic certifications and defines who can request them. Including relatives up to the fourth degree of consanguinity or second degree of affinity, persons with a legitimate interest, or legal representatives.
Among the offices with fully operational systems are the civil, property, and sanctioned registry offices. Implementation is progressing in the registries of Last Will and Testament, Declaration of Heirs, and Commercial Registries, the latter planned for the first quarter of 2026.
Pérez Díaz emphasized that the measure responds to Decree-Law 370/2018 on the computerization of society and seeks to optimize registrations, registry publicity, and issuance of copies, with a reduction in in-person procedures and the use of paperwork.
There are already interoperability experiences between the Consumer Registry of the Ministry of Domestic Trade and municipal Labor and Social Security offices. Also which request and receive birth, death, and marriage certificates digitally.
The director reported that staff have received training and that gradual implementation will begin in notary offices within a month. With the issuance of electronic copies of notarized documents under the same access and legitimacy requirements.
The management systems incorporate dashboards to monitor requests and issuances. As well as regulated service times, with immediate issuance or within 24 hours when the certification is available in the national database.
