Holguin bets on energy sovereignty through renewable sources

Holguin is consolidating its position at the forefront of Cuba’s energy transition. With the implementation of new regulations that facilitate the production and sale of electricity from renewable energy sources for citizens and entities.

The entry into force of a detailed instruction manual issued by the Holguin Electric Company. It regulates interconnection to the National Electric System (SEN). This technical mechanism is complemented by significant tax incentives approved in Resolution 41/2026, which include:
  • Tariff exemption: Customers are exempt from taxes on the import of technologies intend for the use of renewable sources.
  • Tax exemption on profits: Furthermore, taxes on personal income and profits are eliminate during the investment recovery period, with a limit of up to eight years.

To access these benefits, interested parties must first obtain certification from the National Office for the Rational Use of Energy (ONURE).

Currently, the province has a total of 441 customers who have reported their solar energy production to the Holguin Electric Company. The total installed capacity amounts to 894.67 kW. With the residential sector leading the way with 426 homes incorporated into this system.

In the state sector and among new forms of non-state management, entities such as the “Guillermo Luis” Hospital in Moa. The Construction Materials Company #12, and the micro, small, and medium-sized enterprise (MSME) Tacal Calzado have already integrated photovoltaic systems into their facilities.

The contracting process for delivering surplus energy to the National Electric System (SEN) does not entail additional costs for the user. The Electric Company guarantees the installation of a bidirectional meter. So that accurately records both the energy consumed from the grid and the energy supplied by the customer.

Purchase rates, which vary by sector, are governed by Resolution 238/2023. However, the entity insists that all installation and maintenance must be carry out by certified personnel. To ensure the stability of the National Electric System (SEN) and the integrity of the equipment.
