Special Permit Implemented for Transportation in Electric Vehicles

As part of the strategies to address current mobility challenges in the province. The Holguin Provincial Transportation Delegation announced the implementation of a special temporary permit. For the incorporation of electric tricycles and mopeds (motorized scooters) into cargo and passenger transport.

René Rodríguez Morales, the sector’s delegate in the province. He explained that this measure responds to the need to utilize all available local alternatives. To guarantee vital services to the population and expedite the flow of goods.

The legalization process for these vehicles will be subject to rigorous verification. Each authorized vehicle will have a file that includes:
* Consecutive number and document folio (starting from 0001 in each municipality).
* Owner’s information and vehicle registration.
* Current driver’s license.
* Technical inspection certificate.

Moreover to obtain the permit, it is essential to present a valid Technical Inspection (Somatón) certificate. In the main municipality, the process will be centralized at the Automotive Technical Inspection Company (ERTA) unit.

In Moa, a mobile inspection unit will be available. While in the rest of the municipalities, the inspection commissions of the Provincial Transportation Company will certify the technical suitability of each vehicle.

Compliance with Law 109 (Road and Traffic Code) is a prerequisite for applicants. The following categories will be required:

* Category A: For electric motorcycles.
* Category A-1: For mopeds or scooters.
* Category B: For passenger tricycles.

An important new feature is that tricycle owners who do not yet have a license plate can apply for their Transportation Operating License (LOT). Provided they demonstrate compliance with the road safety requirements established by the authorities.

In order to avoid disorder on public roads, the vehicles will be organized at designated municipal stops. Under the direct supervision of the Provincial Transportation Company. Regarding prices, the Provincial Directorate of Finance and Prices will evaluate the proposed rates for official approval. It was emphasized that all charges must be supported by invoices and receipts from the national system. Ensuring transparency for the customer and fiscal control.

Also transportation authorities in Holguin stressed that. While this is an alternative to alleviate the deficit. Traffic discipline and adherence to the agreed-upon terms will be fundamental to maintaining the validity of these special permits.

Finally the measure, of an exceptional and temporary nature. It seeks to mitigate limitations in freight and passenger transport in the province given the complex energy situation.
