Díaz-Canel Urges Collective Construction of Government Program

Miguel Díaz-Canel Bermúdez, First Secretary of the Central Committee of the Communist Party of Cuba and President of the Republic, urged that the study and analysis of the Government Program be developed as a participatory exercise and a collective construction process. Incorporating proposals from the population to correct distortions and revitalize the economy, the Granma newspaper reported.

So Díaz-Canel spoke at the ordinary session of the Council of State. Chaired by Esteban Lazo Hernández, president of that body, and attended by Manuel Marrero Cruz, Prime Minister and head of the Economic and Social Body of the National Defense Council.

Marrero Cruz reported on the implementation of measures in the Government Program and highlighted recovery after the impact of Hurricane Melissa as a priority. The members of the Council of State evaluated progress and pending issues in government management, national defense and security, and social policies.

Futhermore Eduardo Martínez Díaz, Deputy Prime Minister, highlighted the existence of thirteen current policies that are implemented through more than thirty social programs. He explained the establishment of the National Commission for Comprehensive Attention to Social Policies. The provincial and municipal commissions, and the operation of working groups in the People’s Councils.

Moreover Martínez Díaz shared actions to strengthen the Health and Education systems and provided. An update on the implementation of the Code for Children, Adolescents, and Youth.

Inés María Chapman, Deputy Prime Minister, detailed the implementation of the National Program for the Advancement of Women and the Program against Racism and Racial Discrimination. The session examined the application of general directives to prevent crime, corruption, illegal activities, and social indiscipline.

Argelio Jesús Abad Vigoa, First Deputy Minister of Energy and Mines, reported that thirty-nine of the fifty-one photovoltaic solar parks are now operational, generating 735 megawatts. He noted that the share of renewable energy sources increased by seven percent during 2025. That distributed generation and thermoelectric plants using domestic fuel are recovering capacity.

Also Esteban Lazo highlighted that parliamentary committees conducted partial reviews of compliance with agreements related to the Government Program. Enhanced by visits to communities, workplaces, and schools.

The Council of State approved exercising its legislative initiative before the National Assembly of People’s Power with the bill. “On the exceptional reduction of the current term of office for delegates to the municipal assemblies of People’s Power.”
Meanwhile the proposal seeks to establish up to a one-year gap between the election of municipal delegates and the election of national deputies. In compliance with Transitory Provision Four of Law No. 127, the Electoral Law, of July 13th, 2019.

If approved, the term of office for municipal delegates will be four years, ending in November 2026. The Council of State will be responsible for calling elections for the periodic renewal of the National Assembly and the municipal assemblies of People’s Power.
