Cuban First Deputy Minister of Foreign Affairs (MINREX), Gerardo Peñalver. Concluded a successful working visit to Vietnam this Thursday. As part of which he co-chaired the 8th Round of Inter-Ministry Political Consultations.
During this meeting, topics of vital importance for the strategic development of our bilateral relations were addressed. First and foremost, the political will to continue defending the principles of self-determination. And respect for international law in all multilateral forums was reaffirmed, he said.
Faithful to their revolutionary roots, Vietnam and Cuba reaffirmed their commitment to the defense of peace, multilateralism, and South-South cooperation. The Cuban Deputy Foreign Minister emphasized in statements to the press.
He also noted that, from an economic perspective, the dialogues focused on expanding and diversifying trade, productive, and scientific cooperation. Agreements were reached in key sectors such as biotechnology, agriculture, health, renewable energy, industry, and tourism.
Moreover Culture, education, science, and technology were also the focus of dialogue. Projecting new forms of exchange that will strengthen mutual understanding and human development.
Peñalver emphasized that one of the most significant aspects of this Eighth Round was the signing of the Political Consultation Plan for the 2026-2028 period. Which “will allow us to translate consensus into concrete actions.”
“We aspire to continue strengthening our institutional coordination. As well as the effective implementation of joint projects,” he said. Adding that this program includes, among other aspects, the continuity of exchanges between foreign ministries and the consolidation of bilateral trade under the current Trade Agreement.
It also provides technical support for agricultural and industrial programs, and monitoring and exchanges on global issues. Including sustainable development and digital transformation.
In 2025, when the 65th anniversary of the establishment of diplomatic relations between Vietnam and Cuba is celebrated. “This Consultation Plan will be the perfect framework to commemorate this historic anniversary with tangible results that demonstrate that our friendship is not only a symbol, but also action and progress.”
Asked about the prospects for bilateral collaboration, the First Deputy Minister of the Ministry of Foreign Affairs considered that the approach to the future must consider three fundamental priorities: first, the diversification and modernization of economic cooperation.
In addition, the strengthening of scientific and agro-industrial collaboration and the promotion of exchanges between peoples and new generations are key to preserving the special friendship. To this end, it is vital to foster academic, cultural, and youth exchanges.
The Cuban Deputy Foreign Minister’s three-day working visit to Vietnam is part of a tour that began last Monday in China and concludes this Friday in Laos.
