Decree on vehicle modernization applied in Holguín

Holguín Province Transport Company (Empresa Provincial de Transporte Holguín) continues with the implementation of Decree 83/2023 of the Council of Ministers, which aims at the recovery and modernization of the vehicle fleet through the conversion and change of car bodies, a must for vehicle modernization pointing at the future of the sector.

Misael Álvarez Figueroa, transportation technician of the agency, informed the ACN that the Decree “On the transfer of ownership of motor vehicles, trailers and semi-trailers, their commercialization and importation” regulates various aspects such as dismantling, recovery of means and the sale and transfer of components (vehicle modernization).

These services may be requested by both state and private entities, their approval is in charge of the Minister of this sector, and the only requirement established by the legal regulation is that the modifications must always be within the same category of the type of vehicle, he specified.

So far, 114 requests have been approved in the province, while 86 are in the  processing stage, while 24 are awaiting authorization at the Ministry of Transportation, with the most requested bodywork being the 2019 Peugeot 301, he explained.

Luis Enrique Mancilla Argüelles, technical director of the company, pointed out that the replacement of the chassis and engine is also included in the same process, either due to deterioration of the car, to improve its performance or when the owner considers that he does not have the necessary budget required for its repair.

Owners may request this renewal if they submit Annex One with the data of the natural or legal person and the vehicle, as well as an offer verified by the Servicios Automotores S.A. (SASA) marketing company, he said.

Once the application is approved, the acquisition of the necessary components can be made in all SASA stores in the country, and as for the change and conversion, the owner has the option of assuming it on his own, although both the distributor and the Empresa Provincial de Transporte Holguín offer these services, he stressed.

The updating of the vehicle fleet in the country is one of the objectives in the sector and is carried out through the joint work between the Ministry of Transport and the Ministry of Interior, which will make it possible to restore the usefulness of the vehicles that have been decommissioned by the tourism industry, for the restoration of other vehicles in use, a step forward in vehicle modernization.
